CIS Implementation Timeline - 11/05/2006

Contractors will receive CIS 340 and all relevant factsheets If IT resource required have you booked the IT request for all the changes? 1st Quarterly bulletin will be issued to contractors
Stakeholders should be carrying out an analysis and engaging with HMRC and their sub-contractors Do your CIS staff understand employment status?  If not begin their training. Monthly returns stationery will be tested
Contractors should be seeking approval for systems that will be required and any budget needed.  Will your system require new verification fields? Will you need a new system if so you should be writing the spec for vendors. You must ensure that your company is and will be compliant.  HMRC will always check the status for contractors now is the time to evaluate your records and start as you mean to go on.  You should use and test the new Employment Status Indicator tool (ESI) You should decide on C.D. data format
You will need a project Manager and you will need to decide who needs to be part of the project team After checking the employment status, you should begin the process to agree exemptions for deemed contractors with HMRC (scope) A Payment statement will be required under the new scheme rules.  You should be planning and designing your payment statement now
The Project Manager and the team must ensure that they understand the new CIS scheme. Do you have different trading names?  Now is the time to look at these and ensure you have confirmed them.

  HMRC IT will be ready for service  
Review the contract processes within your company As this is a new scheme revised processes will be required.  You should begin writing them now. Who is going to work with the new scheme?  You have the opportunity to evaluate your staff.  You should be defining roles and responsibilities
Please check the expiry dates of your existing contractors to see whether you will need to verify them with HMRC   Send out some communication to all those concerned including your sub-contractors advising them of any new processes and deadlines
    Do you have internet facilities/company website?  You can use this facility to promote awareness of the new scheme.
    Send out pro-formas to your sub contractors to ensure that their personal details are correct and match your data

HMRC advertising campaign begins using National trade press and radio.  2nd quarterly bulletin will be issued. Business Support Team seminar programme will begin.     3rd Quarterly bulletin issued.
The company awareness training should be coming to an end. Those that will need to train users should be undergoing system training. HMRC will issue previous 2 years of sub-contractor details to contractor that are shown on HMRC records.
All computer system enhancements should be complete and ready for testing. After the trainers are fully conversant with the new system a training manual should be written so these people can train the users. The contractor must determine who they are for reporting purposes.

  Contractor pack will be issued by HMRC, along with a mailing to agents  
The contractor should be carrying out testing of the IT system via the HMRC gateway.  You may want to register and enrol with HMRC gateway now. If not done already, contractor should enrol and register online. Provide the staff training for online verification
Upon receiving the list of sub-contractor details from HMRC from the details held by them over the last two years, please review them against your database.  It will be far easier to start with 'clean' data. Confirm which of your sub-contractors need verified and be ready to action. Verify all sub-contractors
If you have not already sent a mailshot to your sub-contractors to advise them of the new scheme you should do so now.   Run a 'dummy' run
After receiving the pro-formas from your sub-contractors now is the time to verify them against your client database.  Please ensure you have obtained UTR details

12th March HMRC will do a mailshot to all.  20th March HMRC will  mail all contractors with the latest updates from Nov 06. 6th April 07 is the 'go live' date for the new scheme.  This will see the new verification procedure start and the 'e' channel will be open for business 19th May first returns due
4th quarterly bulletin will be issued. Contractors should begin liaising with other businesses Contractors should evaluate how the new CIS scheme has gone.  IPP members should report any problems that have occurred so these can be fed back to the relevant HMRC co-coordinators.
HMRC will confirm designator sub-contractor details and will mail the sub-contractors to confirm these details.
